Captain Daniel P. Forney

Captain Forney was born in Kaohsiung, Taiwan. The son of Brigadier General and Mrs. L. R. Forney Jr., he grew up on Army posts around the world and graduated from the U.S. Naval Academy in 1983 with a Bachelor of Science in Marine Engineering.
His shipboard assignments include USS BERGALL (SSN 667), Engineer Officer onboard USS LOUISVILLE (SSN 724), Radiological Controls Officer onboard USS McKEE (AS 41), and Executive Officer of USS MAINE (B) (SSBN 741). Captain Forney commanded USS SPRINGFIELD (SSN 761) from August of 2001 until February of 2004.
Under his command SPRINGFIELD deployed twice in support of the Global War on Terror, was awarded the Arleigh Burke Fleet Trophy for most improved ship in the Atlantic Fleet in 2002, and earned the Battle Efficiency “E”. Captain Forney also commanded USS NEWPORT NEWS (SSN 750) in 2007.
Shore assignments include Submarine Force United States Pacific Fleet staff, OPNAV staff for Test, Evaluation and Technology Requirements (OP 098), staff of Commander United Kingdom Task Group (COMUKTG), United States Strategic Command CINC’s Staff Group, and Submarine Squadron Four Deputy Commander. Captain Forney commanded the Naval Submarine School from June 2007 until October 2009. He assumed command of the Naval Reserve Officer Training Corps Unit at Virginia Polytechnic Institute and State University on 13 November, 2009.
Captain Forney is entitled to wear the Legion of Merit (three awards), the Defense Meritorious Service Medal, the Meritorious Service Medal, the Navy Commendation Medal (four awards), the Joint Service Achievement Medal, and the Navy Achievement Medal (two awards).
Commander Richard J. Fraenkel

Commander Fraenkel is a 1985 graduate of the University of Minnesota where he earned a Bachelor of Science degree in Chemical Engineering. Following graduation he reported to flight training in Pensacola, Florida and was designated a Naval Flight Officer in 1986.
Upon completion of EA-6B training with VAQ-129 in 1988, he reported to VAQ-138, immediately beginning work-ups for his first deployment in USS NIMITZ (CVN 68) to the Western Pacific and Indian Oceans. The second deployment in USS NIMITZ included combat missions from the Arabian Gulf in support of Operations DESERT STORM and SOUTHERN WATCH. In 1991, he reported to VAQ-129 as an instructor where he served as an Electronic Warfare and Systems Instructor and as the Electronic Warfare Phase Head. He also served with the EA-6B Advanced Capability (ADCAP) Fleet Introduction Team until it was disbanded in early 1993. In 1994, he reported to the staff of the Commander, Carrier Battle Group 3 where he served as the Staff Electronic Warfare Officer and deployed in USS ABRAHAM LINCOLN (CVN 72) for a deployment to the Western Pacific, Indian Ocean and Arabian Gulf. Following a short refresher period at VAQ-129, he reported to VAQ-130 for his Department Head tour in early 1997. Serving as the Electronic Warfare Officer and as the Maintenance Officer, he deployed in the USS ENTERPRISE (CVN 65) to the Arabian Gulf and flew combat missions in support of Operations DESERT FOX and SOUTHERN WATCH.
Following his Department Head tour, Commander Fraenkel reported to the Naval War College where he earned a Master of Arts degree in National Security and Strategic Studies. In March 2000, he reported to United States Strategic Command where he served as a Single Integrated Operational Plan Advisor, Operations Officer and Chief of Operations and Training in the Command Center. While serving his joint tour, he was the personal war plans advisor to the Commander, United States Strategic Command for both the 11 September 2001 attack and the 2 February 2003 Shuttle Columbia disaster. In April 2003, he reported to the USS HARRY S. TRUMAN (CVN-75) as the Combat Direction Center Officer and deployed to the Arabian Gulf in support of Operation IRAQI FREEDOM.
In June 2005, Commander Fraenkel reported to the Commander, Operational Test and Evaluation Force (COMOPTEVFOR) as the Operational Test Coordinator (OTC) for Airborne Electronic Warfare Systems. In November 2006, he reported to JCCS-1 as an Individual Augmentee to Operation IRAQI FREEDOM where he served as the Officer-In-Charge and Electronic Warfare Officer for the 13th Sustainment Command (Expeditionary) and the 316th Expeditionary Sustainment Command in Balad, Iraq. Upon his return to COMOPTEVFOR in August 2007 he served as the Deputy Policy Director and the command’s Knowledge Management Officer. In July 2009, he reported to the Navy Reserve Officer Training Corps Unit at Virginia Tech where he now serves as the Executive Officer.
Commander Fraenkel’s awards include the Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal, Air Medal, Navy Commendation Medal, Navy Achievement Medal, and numerous unit and campaign awards. |
